Role Overview
The Director of Business Development and Partnerships is a senior leadership position responsible for driving organizational growth through strategic partnerships, business expansion initiatives, stakeholder engagement, and revenue-generating opportunities. The role focuses on identifying, developing, and managing relationships with government agencies, private sector organizations, educational institutions, industry associations, investors, and community stakeholders to support the organization’s mission and growth objectives.

The Director leads business development strategies, negotiates partnership agreements, identifies new markets and opportunities, and works closely with executive leadership to strengthen the organization’s presence locally, nationally, and internationally.

Key Responsibilities
Business Development Strategy
Develop and implement comprehensive business development strategies that support organizational growth objectives.
Identify and pursue new business opportunities, markets, and revenue streams.
Conduct market assessments and feasibility studies for expansion initiatives.
Develop growth plans and business cases for new projects and programs.
Support organizational sustainability through strategic business initiatives.

Partnership Development and Management
Establish and maintain strategic partnerships with government agencies, educational institutions, corporations, non-governmental organizations, and industry stakeholders.
Identify partnership opportunities that support organizational growth and expansion.
Lead negotiations of partnership agreements, memoranda of understanding (MOUs), and collaborative initiatives.
Monitor partnership performance and ensure mutually beneficial outcomes.
Maintain strong relationships with key stakeholders and strategic allies.

Market Expansion
Identify opportunities for provincial, national, and international expansion.
Develop market entry strategies for new regions and sectors.
Coordinate business development initiatives across multiple jurisdictions.
Support the establishment of new offices, programs, and operational partnerships.
Evaluate emerging market trends and growth opportunities.

Stakeholder Engagement
Represent the organization at conferences, trade missions, networking events, and stakeholder meetings.
Build relationships with policymakers, community leaders, investors, and industry representatives.
Strengthen the organization’s reputation and visibility within target markets.
Facilitate stakeholder consultations and engagement activities.
Develop stakeholder engagement strategies that support organizational objectives.

Revenue Generation and Opportunity Development
Identify funding opportunities, sponsorships, grants, and investment prospects.
Develop proposals, business presentations, and partnership packages.
Support contract negotiations and commercial agreements.
Create opportunities that contribute to revenue growth and organizational sustainability.
Monitor and report on business development performance indicators.

Strategic Collaboration
Collaborate with marketing, operations, provincial leadership, and executive management teams.
Align business development initiatives with strategic organizational goals.
Support cross-functional projects that enhance organizational growth.
Provide market intelligence and business insights to leadership.
Contribute to organizational planning and decision-making processes.

Research and Market Intelligence
Conduct market research and competitive analysis.
Monitor industry trends, economic developments, and policy changes.

Prepare business intelligence reports and recommendations.
Support data-driven business development decisions.

Leadership and Team Management
Lead and mentor business development personnel.
Establish departmental goals and performance targets.

Qualifications
Education
Bachelor’s Degree in Business Administration, International Business, Marketing, Public Administration, Economics, Commerce, or a related field.
Master’s Degree (MBA, MPA, or related discipline) is considered an asset.
Experience
Minimum 8–10 years of progressive experience in business development, partnerships, stakeholder relations, or strategic growth.
Minimum 5 years in a senior management or leadership position.
Experience working with government, corporate, educational, tourism, immigration, international trade, or nonprofit sectors is highly desirable.
